Chablis raises the allowed yield?

Reading official French texts can be a challenge if you want to understand the details and the gist. But if we understand things correctly, Chablis has received approval, on a temporary and experimental basis until 2010, to increase the allowed yield with 10 hl/ha. This applies for all appellations: Petit Chablis, Chablis, Premier Cru and Grand Cru. It is a bit surprising in today’s situation on overproduction and focus on quality. If someone has more background or more details of what this means we would appreciate.
